Steps for a Basic Animation
1) Open Flash
2) Go to File menu > New > Flash Document or Ctl +N > Flash Document
These are the basic things you need to know in Flash:
3 ) Press Ctl + J for movie properties
4) In the document properties, the default width and height is 550x 400.You can choose the background color and adjust the flash movie's frame rate. The default frame rate is 12 fps(frames per second). Maximum speed is 120 fps ,Minimum speed is 0.2 fps.

Draw an object on your scene
5) Right click on the first frame > Create Motion Teen
6)
Choose any frame on the Timeline > Right Click > Insert Key Frame

Move the object to the right with the Arrow tool.
6)
The animation will start from frame 1 to frame 22
7) Press Ctl+Enter
