Photoshop can do that . It is a very nice software. Also there are many softwares available on the internet.

There are all kinds of programs such as Photoshop, which can correct poor exposures, to improve the composition of the poor, to cut and enlarge pictures, etc. Also the free Google Picasa has some basic photo manipulation (cropping, red-eye reduction , brightness and contrast adjustment, etc.)
