about scroll bar

hi everybody ........

i want the script for this ,

I entered the text in input box , in that time scroll bar is disabled ,
when the text is exceeds the limit from the text box then the scroll bar will be enabled.


Plz Help me ............

i want the solution immediately,

Once the text has to cross the border from the text box, then scroll bar is enabled.Considering as scroll bars are sufficiently large to navigate the site, it's amazing how often they forgot! customers or potential customers can browse the information, scroll up the list of priorities.
